That depends on which country you are in, what part of the country you are in and in the UK what mood the police are in that day.

i guess it's mostly down to taste in the end hectic - most laptops are built from the same components from the same factories and then badged (like seagate, wdc, hitachi hard drives; or ati (amd) and nvidia graphics blah blah blah)
my firm use dell because we literally have thousands of units and the biggest concern is reliability and back-up . . . ibm are the challengers there
generally my view is that sony and apple (as examples - especially apple now running their operating system on pc hardware) remain very design orientated and cost is slightly higher whereas the dells and ibms focus towards business so design takes a back seat . . . and then there are dozens of good firms in between
summing up then - I wouldn't bother with a desktop from them due to available software and performance issues but for me ANY apple product is a thing of beauty and would easy do the general stuff you're looking at
