from how i had understood the new-ish rules was that it needs to be like 2 or 3 steps or actions after catch. and he only planted and took one additional step. whatever. too late now

But that sort of runs conflict with the rule that only requires you to simply cross the plane with the ball in order for it to count as a score.

Rule is different for receivers catching the ball. They must demonstrate complete control throughout the catch.
